Steam error code only for this game

The error code comes up as 3:0000065432. I looked everywhere for a solution and tried all the ones I found. They include:

restarting pc
integrity of files/library
reinstalling the game and steam
antivirus is not interfering with the game
ran steam as admin/compatibility
Its only this game I have the issue with in my game library. Anyone had the same issue resolved?
