Can't play with more than 2 controllers

I've been trying to connect 3 controllers to local co op but the option to press rb and lb to add player goes away is there a way to fix this?

Enderman933 that's just your console I personally have never had an issue connecting up to 4 players

If you are using an Xbox One console, please note that a maximum of two local players are allowed to play simultaneously on a single Xbox One console due to hardware limitations.

I haven’t tried it, but I think you can only use three controllers in quick match.
