such things talked by government are always stupid and such talks are made by people with no understanding of situation, but it is something i keep thinking about myself and i would advice simple solutions to protect kids browsing free internet and play videogames too much.
i had a thought to create an internet browser for kids, that will not allow them to visit every website, but really everyone is now uses apps. there should be safer apps to use for kids and definetely not twitter and twitch tv. those better apps should have better filters for content. the next generation operating systems could have "child mode" that will not allow them to install browsers and any unwanted app.
the internet for me felt safer when i was a kid and i lived in peace talking to adults from my local network. we used to even meet sometimes and there was never any drama. but because of the state of mental health of humanity in recent years, especially in the west, the internet has become more dangerous. too many freaks around. really the best solution is to buy your kid nintendo switch and not let him use the internet until your child is old enough. but i believe that with right apps and right operating systems, kids could still have fun browsing funny pictures on the internet. it's weird how no one works on such things now
regarding time a child spends playing videogames, i fully agree with china that it should be restricted. it's crazy how some parents let their kids play all day, it's bad for health
