The twitch rivals drop is out on 12:00 -18:00 Pacific Time (six hours till the drops from the time of writing this). To receive the reward you must watch this:
( press the watch on twitch in the bottom right corner) Watch specifically the Party Animals tournament for one hour.

So basically it will be 3:00 - 9:00 in Eastern Time in my area. Got it!

Writing this here because I can't edit my post, but it turns out that you only need to watch a party animals stream that has drops enabled not just the twitch rivals channel

Igor I got it on twitch and have connected it, but I haven't tried to see if I can get it in-game yet. I know the last drops said that it might take up to 24 hours to show up in-game tho

Who the f thought such a short window was a good idea? way to kill the hype devs

RxPhantom Regardless of the notice, The time window was extremely too small for most adults, and teenagers unless they were out of school or work they likely missed it. Seems unfortunate that Recreate would limit the amount of people who can achieve to watch the stream(s). 6 hours of time during days leading up to the holidays, on a random midweek day. I don't know regardless of being invited Recreate seems to show very little care for their supporting and dwindling fanbase by creating this FOMO hype. Myself included having invested money and countless hours into the game; it makes me wonder. By comparison most games that host in game events do it for at minimum a day from my previous experiences playing mmorpgs/mobas/ and msot online games.

Phreedom You missed a single skin. Relax. If you wanted it that badly, you could've planned ahead, put the stream on your phone, and then put in a drawer for an hour. They didn't spring this on you out of nowhere.

RxPhantom Not worried about the skin I don't play as Harry, you missed the overarching idea of my statement. Where I state they are intentionally creating a FOMO. Regardless, of whether you agree that its not a real thing, it has potential to further shrink the game following. Additionally, you may need to learn reading comprehension because I haven't said it I was caught unaware of the event, merely that the event was held in an extremely limited timeframe.

        Phreedom
I think it is because the live event is so short that it will be held in such a short time.
The next drop event takes longer.

RxPhantom If the skin isn't for a limited time, I wouldn't worry about it, but I hope this skin isn't limited for sure.

I didn't geit it, but with purpose, because i don't want, i don't really like to use the standard red punchbag Harry duck either, this is my reason. So i don't really care other color variations either. Of course i have no problem, if i see somebody using it (for example friends), nothing judge. I like few Harry duck variations, but the punchbag one not. But i get other Winter Fest Twitch drops, i like all them, i got most of them already, i am almost done with them, wen i wrote this comment. :-)

Phreedom I missed nothing; your logic was faulty so I ignored it. Let me help you along with some helpful italics:

The short window of opportunity was mitigated by the advanced notice.

The FOMO point would be valid had it not been for the advanced notice.

Their option was to participate in Twitch's event on their terms, or nothing at all.

RxPhantom we won't come to an agreement and that's fine, regardless check other comments and Reddit and find the majority of the player base shares the same logic as me.

RxPhantom 6.8k registered members on the PartyAnimals subreddit, currently 3.7k active on steam. That's a sizeable portion of the player base. If you were to include peak players in a 24 hour span its only 11k players which 6.8k still happens to be a large majority, sorry try again.
