Simply put, the game has an algorithm that "estimates" your packet loss rate.
When you set it to high, the game will buffer more data. This creates more latency.
When set to the lowest setting, the game's buffering strategy will be more aggressive, resulting in lower operating latency but potentially more jitter effects.
Note that this setting will not reduce your "network latency", it is used to solve packet loss caused by network instability.
